Can we also say for (A) and (B) elimination that children might not represent the public mentioned in the argument, thus, not much relevant for us?


Not really. Children vs “the public” is not the right elimination logic here, because the whole argument is about the public reacting to harms “in children” (parents, schools, etc.). So evidence about children changing behavior can still be relevant to the conclusion.

A is weak to eliminate because it is basically the same story in different packaging: a dental program is a health awareness mechanism, so it can easily be part of the claimed awareness effect, not a clean alternative cause.

B is weak because it is too unclear and does not clearly propose a different cause of the overall drop, not because it mentions children.
