From S1, we still don't know how many people actually voted in the election. Insufficient.
From S2, 55,500=37% (100-63) people who didn't vote for the winning candidate. Using this we can find out the actual number of voted casted for the winning candidate. Sufficient.
For those, who wants to calculate- 55,500/37*63=94,500 votes.
