Are you sure you got this question down correctly. It is easy to see that there isn't sufficient information to answer the Q, but statement 2 mentions "each of three candidates" which seems odd

Double checked it - the question is copied word by word.
We can assume they meant 2 candidates, and I think you are right (also the OA) - there is no sufficient information to solve this problem.
