since the two line intersect at (2,4), the point (2,4) satisfy both the equation of line.
Hence substituting point (2,4) in L1
4= p*2+16
p = -6
Hence substituting point (2,4) in L2 and p = -6
4=2m-6
m = 5
Hence Answer = D
