Answer is A.
I solved it with diagram.
- (-4, q) can be in II or III quadrant, depending upon positive or negative q.
- Given that the line has negative scope, so it would be passing through given point and slanting towards right : like \
(1) q is negative, so (-4, q) is in III quadrant. This line will never intersect X axis in positive area. - sufficient
(2) Slope is positive. So line is like /. Can or can not have positive x intersect. - not sufficient
I solved it with diagram.

With the given information A is the correct ans, Although the question has a serious problem, as information given in one of the answer choices contradicts the information given in question. Questions says line l has negative slope but choice b says slope is 4. On GMAT never an answer choice would contrdict the question.
