Option D fails to explain the drop in 2007. It actually makes the discrepancy wider! Hence it is the correct answer.

Yes, if enrolment goes up and tuition goes up, you'd expect revenues to go up by quite a lot, so D has to be right.
But I don't even understand answer A, which talks about "the number reported in the study." There is no "study" mentioned anywhere in the stem, so this reference makes no sense. Answer A also tells you that the factual premises about university revenue in the stem were wrong, and premises can't be wrong. So you could never see an answer like A in a real GMAT question.
