Its an idiom question.As many X as Y is the correct idiom.Many more is not needed.only many is needed.E is unnecessarily wordy.Hence its A

B. passengers were dead than (as many.....as is the correct idiom)
C. passengers were dead than those who (Same as B)
D. more passengers were dead as there (Same as B)
E. more passengers were dead as those who (Same as B)
