1) 4.5 years after 1996 must be in 2001. Since it says "after 1996", I'm assuming it was 4.5 years after 1996 ended (and not 4.5 years after a certain unspecified date in 1996).... SUFF
2) All we know is that its after Jan 1, 2000....INSUFF

I agree with yb, although I'm being paranoid. You couldn't possibly give us such an easy question now, would you Matt?
(1) 4.5 years after 1996 ==> It doesn't say 4.5 years after 1996 "ended" so it could be 1997, 1998...etc...
(2) Clearly insufficient.
I would say E?
