In the first bar chart, we are provided with the data until 1994.
In 1994 the number of accidents does not exceed 500 thousand.

Hence, Option E is the only possible answer, as other options are not possible(as we don't have data for remaining years)

(A) 1994
(B) 1995
(C) 1998
(D) 2000
(E) It cannot be determined from the information given.

In the first chart, there is no year in which the number of accidents exceeds 500,000. We cannot predict what the number of accidents will be in the future, so we cannot determine a specific answer with the information given.

Answer: E
