Statement 1 is insufficient as it leads to both positive and negative values of p and q satisfying the equation.
Similarly statement 2 is insufficient.
Combining both we have 2 linear equations we get one point and one quadrant. Hence sufficient. Answer C.

To know the quadrant we need to know the signs of the coordinates.
