Actually there is no lowest possible value for xy. but from options we can say less than -70.
given that y < 9, this means that y could be any number less than 9. Y can be 5 , or 1 or 0 or -100 or -1000000000 in fact Y can be be any negative number. X can be a positive number between 0 and 7. so if you consider x =1 and y =- 1000 xy will be equal to minus 1000. simply xy can be any negative number. so given the option E (less than -70) is correct. lowest value of xy can be less than -70. As other options are limiting they are wrong. If question asked what is highest possible value of xy, it would have been less than 63.

we can have a lowest possible value of xy if we pick a lowest possible negative value for y .
of all the options we see, A,B,C are positive values.
D is positive and negative
E is the lowest possible of all.
Answer is E.
