0<9...its always true for any +ve number

For B:

Assume X=2, Y=0
Then
$$2X-3Y = 4 X^2=4$$
Since we can see that at the extreme case the 2 sides are equal, it is not hard to see that if \(Y > 0, 2X-3Y
