Plug in numbers is the approach say x is 5 and y is -6

(1) Lets take the case where x=4, y=3.
LHS = |4-3| = 1, RHS = |4| - |3| = 1. So both are equal.
Now lets take the case where x=4, y=-3.
LHS = |4-(-3)| = 7, RHS = |4| - |-3| = 1. So LHS > RHS.

We cant be sure whether LHS > RHS or not. So this statement is NOT sufficient to answer the question.

(2) xy < 0 means that x/y have opposite signs. One of them is positive and the other is negative. In this case, LHS will always be greater because magnitudes of both x and y will be added up, and after applying 'modulus' on that, we will get a bigger number than that on RHS.
We can try with various cases, taking x and y as opposite signs numbers, and we will always end up with LHS as bigger.

So this statement is Sufficient to answer the question with a YES.
