It's OK and somewhat expected for your recommender to stick to what they have learned first-hand, however it's a bit of a value-add for them to provide the adcom with commentary on your overall career arc, as we say.
Make sure it is *targeted* NOT comprehesive. It's not realistic for someone to have total recall of your whole career.
It should be highlights they have pulled from your interactions/conversations that help the reader piece things together on your trajectory; join the dots and make inferences about you that they present to adcom. I like to say: provide the level of detail to be expected from a mentor, not a lover.

For this question 'Comment on the candidate’s career progress to date and his/her career focus.'. Should this focus on your career progress after you met the recommender, or can it include achievements pre meeting your recommender.
For example, if your recommender is your current manager, can it include your achievements in your previous job?
