IMO it is D

Inside the glove compartment were legal documents, pictures, and there were a few napkins from the coffee shop, but no gloves.

A) and there were a few napkins from the coffee shop, but no gloves. - incorrect parallelism; before & after of AND should contain same form of usage (AND is a parallelism marker); after and we dont have a noun like it is before AND rather than we have a complete clause; hence excluded the option.
B) and there were a few napkins from the coffee shop, but not any gloves. - same as A
C) and napkins from the coffee shop, no gloves were there. - parallelism error
D) and napkins from the coffee shop, but no gloves. - Correct
E) and napkins from the coffee shop, there were no gloves. - two independent clause cannot be joined like this, run on sentence

Inside the glove compartment were legal documents, pictures, and there were a few napkins from the coffee shop, but no gloves.

A) and there were a few napkins from the coffee shop, but no gloves. The sentence has already stated that "inside the glove compartment were", there is no need to state "there were" again. Eliminate.

B) and there were a few napkins from the coffee shop, but not any gloves. Same error as (A). "Not any gloves" is wordy, "no gloves" is the correct usage. Eliminate.

C) and napkins from the coffee shop, no gloves were there. Run on sentence - two independent clauses should be connected by a semi colon and not a comma. Eliminate.

D) and napkins from the coffee shop, but no gloves. Correct answer. No redundancy or run-on sentence. No new error introduced

E) and napkins from the coffee shop, there were no gloves. Same error as (A) - the verb "were" is already mentioned. Using it again for "no gloves" is redundant. Eliminate.

Hope this helps.
