The question asks whether the device is rating-domintant in regard to ANY of the other devices in the table... not only the 3 the question is about. Therefore I dont understand why device XS is rating-dominant because in feature A it shows a lower value (1) than device X1 (5).
Can someone clarify?

As u mentioned, you need to check whether any of the devices has the ratings of all the features less than or equal to the ratings of the features of the device XS and that is true for device X2. Therefore, XS is ratings-dominant over X2
