1- They donot imply here.
2- "no matter how severe and they can use intercoms" is wordy.
3- "they can have use" - it sounds wordy
4- Being - it rarely use in Gmat
5- Correctttt!
P/s: To lgon, could you put letter in the beginning of a sentence? It will be easier

E is the best option here.
(A) who 'They' refers? ambiguous! 'any type of emergency with doctors no matter how severe' this phrase causes ambiguity. 'with doctors' modifies emergency and 'no matter how severe' modifies doctors, distorting the meaning.
(B) dangling participle.
(C) 'intercoms can have the use of doctors' is awkward and wordy.
(D) 'an emergency being very severe ' is awkward.
