I think its A.

I hope this works.

For m and n; in order to find good choices we use;

40+30-Both+Neither=100

Statement 1 gives us information about both so its sufficient, however

Statement 2 only tells us information about the bad which is not sufficient.

I would choice A- hoping my explanation is good.
