Is (2/3) x — 3/2 negative?

Is $$\frac{2}{3}x-\frac{3}{2}<0$$? --> is $$x<\frac{9}{4}=2.25$$?

(1) x — 2 is negative --> $$x-2<0$$ --> $$x<2$$. Sufficient.

(2) x — 3 is negative --> $$x-3<0$$ --> $$x<3$$. Not sufficient.
