Let's solve the asked question :
-3x > -3y
3y - 3x > 0
y -x > 0
y>x - So the question asks is Y>X?

A gives us the exact answer here.

-3x>-3y

Divide both side of the equality by-3

It gives x<y. So question is x<y

(1) x<y. Directly gives the answer.[Suff]

(2) x>0. No inf about y [Insuff]

Answer: A.
