Combining 1 & 2

if $$a=1$$, $$b=2$$, $$c=1$$ & $$d=-1$$. Then we have a Yes

but if $$a=-1$$, $$b=1$$, $$c=2$$, $$d=1$$. Then we have a NO. Hence Insufficient

(3) both: a=-1 b=-2 and c=-1 d=-2, then a/b = c/d.. another: a=4 b=1 and c=2 d=1, then a/b > c/d.. not suf.
