Correct use is Singular.
subject is 'Being' all these things, and being A, B, C, X, Y , Z' is still singular. Example below:
Being successful is difficult.
Being successful and still humble is difficult.

Being aggressive in behavior, arrogant in manners and harsh in language is a manifestation of savagery.

The flipped sentence is: A manifestation of savagery is being aggressive in behavior, arrogant in manners and harsh in language

2) Being aggressive in behavior, arrogant in manners and harsh in language are a manifestation of savagery.

The flipped sentence is: A manifestation of savagery are being aggressive in behavior, arrogant in manners and harsh in language


The moment you say a manifestation, a singular subject, you must be ready to use a singular verb i.e. is

Participial phrases, like the one in the example, are always singular.

"Being aggressive in behavior, arrogant in manners and harsh in language" is a participial phrase.
