Basic property of a parallelogram is that opp. sides must be parallel and equal.
(1) AB = BC
We know two adjacent sides are equal in length but no info. about other sides.
INSUFF.
(2) CD = DA
Same as 1. We know two adjacent sides are equal in length but no info. about other sides.
INSUFF.

Looking at the first fig. we can answer NO.
Looking at the second fig. we can answer YES.

Solution:
Pre Analysis:
- We are asked if ABCD is a parallelogram or not
Statement 1: AB = BC
- Adjacent sides equal doesn't necessarily mean ABCD is a parallelogram
- Thus, statement 1 alone is not sufficient and we can eliminate options A and D
Statement 2: CD = DA
- Just as statement 1, adjacent sides equal doesn't necessarily mean ABCD is a parallelogram
- Thus, statement 2 alone is also not sufficient
Combining:
- Same as both the statements, Adjacent sides equal doesn't necessarily mean ABCD is a parallelogram
- It can also be a Kite
Hence the right answer is Option E
