Statement 1: r > 1/4 means r>0.25. It could be 0.26 ,0.27. Not Sufficient.
Statement 2: r = 3/10 = 0.3. Sufficient.
The best answer is B.

Let us assess the statements individually:
S1: r> 1/4. 1/4 = 0.25, and so r being > than 0.25 is not a guarantee that r will be greater than 0.27 also.
r could very well be more than 0.25 but at the same time less than 0.27. Answer 'No'
r could also be greater than 0.27 altogether. answer 'Yes'
clearly, with 2 opposing views, this statement is not sufficient. Strike off A and D.
S2: r= 3/10, which means r=0.30. clearly greater than 0.27. Sufficient.
Final answer: B.
