(1) r is greater than 1/4

Clearly this statement is insufficient as we can have numbers greater and less than 0.27 that are all greater than 1/4 or 0.25 (Insufficient)

(2) r is equal to 3/10

It gives us the exact value of r as 0.3 and this is greaterthan 0.27.(Sufficient)
