B.

Is |x-3| = 3-x?
Only true when x<=3

(1) x can equal to 4 or 2
INSUFFICIENT

(2) -x*|x| > 0
This is only true when x is negative since |x| is always positive. Therefore, x must be less than 3.
SUFFICIENT
