alright..here it goes.

1. 35* (* varies from 1 thru 9), sq root doesn't give you an integer. A suffice.

2. for an interger to be divisible by 8 should have last 3 (unit, tens',hundred) divible by 8. there could be 112 different values (varying from ****104 to ****992). Hence, this doesn't boils down to one particular value. B, not enuf.

For option 2 'doesn't boil down to one particular value' may not be enough. If there were values and if all were squares of numbers and also divisible by 8, Option 2 would have still been sufficient!?

It's an Yes/No Question. So check if you get an always Yes answer or an always No answer.

The lowest number, square of which will yield a 7 digit number is 1000.
1000^2 = 1000000 - First 7 digit number. It is also divisible by 9. Therefore it satisfies option 2 (Yes).

But consider 1000008 - This is also satisifes Option 2 (7 digit and divisible by 8)- . But this is not a square of an integer because the next number after 1000000 which is a square of an integer is 1001^2=1002001.(No)

So option 2 alone is not sufficient.
