Statement 1 Alone:
y - 7 = Odd. Then y = Odd + 7 = Odd + Odd = Even. Thus y is even, sufficient.
Statement 2 Alone:
\(\frac{y}{\frac{1}{2}} = 2y\), so it is already guaranteed even regardless of y. Then we know nothing about y, insufficient.
