Here (1) 560x < 280 ==> 560x < 280 = x< 0.5
This gives Case I) x=0.4 Gives Yes Case II) x=0.1 Gives No. Hence Not Suff
(2) 700x > 280 ==> 560x < 280 = x> 0.4
This gives Case I) x=0.5 Gives Yes Case II) x=0.8 Gives No. Hence Not Suff
Combining A & B x< 0.5 & x> 0.4

I would go for fraction approximation (for time efficiency):
a) 560x < 280 is close to: x < 300 / 600 or x < almost 0.5 (not sufficient alone)
b) 700 x > 280 is close to: x > 300 / 700 or x > little more than 0.5 (not sufficient alone)
A and B together: (a little less than 0.5) < x < (almost 0.5) -> sufficient
