Target question: Is the number x between 0.4 and 0.9 ?
In other words, is it the case that x is greater than 0.4 AND less than 0.9?
Statement 1: 60x < 55
Divide both sides by 60 to get: x < 55/60
Evaluate: x < 0.9166....
There are several values of x that satisfy the condition that x < 0.9166..... Here are two:
Case a: x = 0.8, in which case x IS between 0.4 and 0.9
Case b: x = 0.91, in which case x is NOT between 0.4 and 0.9
Since we cannot answer the target question with certainty, statement 1 is NOT SUFFICIENT
Statement 2: 500x > 450
Divide both sides by 500 to get: x > 450/500
Evaluate: x > 0.9
If x > 0.9, it is IMPOSSIBLE for x to be greater than 0.4 AND less than 0.9
In other words, the answer to our target question is "NO. x is definitely NOT between 0.4 and 0.9"
Since we can answer the target question with certainty, statement 2 is SUFFICIENT
Answer: B
