It's a Yes or No question.
No information is provided in the question so we'll jump into our statements.

Statement 1:Y divided by 7 gives a remainder of 1.

Y=7k+1
For k = 0,1,2,3,4,5,6
Y = 1,8,15,22,29,36
Not sufficient as we have multiple answers. (Y > 20 when Y = 22,29,36 but Y<20 when Y = 1,8,15)

Statement 2: Y divided by 5 gives a remainder of 4.

Y=5k+4
For k = 0,1,2,3,4,5,6
Y = 4,9,14,19,24,29,34
Not sufficient as we have multiple answers. (Y > 20 when Y = 24,29,34 but Y<20 when Y = 4,9,14)

Combining statement 1 & 2:
Observe that Y = 29 is common for both the statements.
Hence Y > 20. Sufficient
