D is correct. 22/7 is the definition of Pi and in maths they are the same thing. For statement 1) 16*(22/7) is not a whole number but we are asked for the radius 2PiR = 16*(22/7) R=16*(22/7) divided by 2Pi = 16*(22/7)*(1/2)*(7/22) = 8 The answer is yes which means this statement is sufficient.
Statement 2) is sufficient I think you've determined but it comes down to the Radius being 8 as well. So both are sufficient.
I beg to differ, 22/7 is just an approximation of pi. I never heard pi is defined as 22/7. Please comment guys.

Actually yes you are correct 22/7 is a rational approximation of Pi. So from that perspective to stricly be correct they would need to use Pi instead of 22/7. I am not sure if the GMAT would ever word the question as the above has though.
