Rearranging the question:
x/12 > y/40
or 10x > 3y?
S1: Sufficient.
S2:
12x < 4Y
or 3x < y
or x < y/3
or 10x < 10y/3
Now 10y/3 > 3y
Question is: Is 10x > 3y?
Which means is 10y/3 < 10x < 3y
Not sufficient to answer. If 10x< 10y/3 is it greater than 3y? Maybe or maybe not...insufficient.
