Is |x| = |y|?
Notice that the question basically asks whether the distance from x to 0 is the same as the distance from y to 0.
(1) x - y = 6. If x=6 and y=0, then the answer is NO but if x=3 and y=-3, then the answer is YES. Not sufficient.
(2) x + y = 0 --> x = -y --> |x| = |y|. Sufficient.
Answer: B.
