(1) X/|Y|=1 
(2) |Y|+1=2

1) gives x=|y| --> x=+y,-y (not sufficient)
2) gives |y|=1 ---> y=+1,-1 (not sufficient either)

From both of these it is not possible to say whether X=Y=2, because, (though we can say X <>2 and Y<>2 but we cannot say X=Y or not)

If I correctly understood the problem, then it is looking for three conditions:
if x=y,x=2,y=2. Till the point we don't get answers for all three the two statements are not suuficient..
From these two statements, we can figure out that x<>2 and y<>2, but whether x equal to y or not cannot be determined.

(In case we are only looking for "if x=2,y=2" then both the statements are sufficient and answer should be (C), but as I said according to me the question is looking for three things "if x=2,y=2,x=y")

These are typical tricky GMAT questions where if you get NO as answer, it is suff. 1) any same number with opposite/same sign --> not suff. 2) 1, -1 --> suff. as we can say NO, it cannot be 2. :done
