ACCORDING to meaning of sentence it is conveyed that : THOSE who participated(past).....ARE (PRESENT) fit.
now keeping this in mind.

A) when they are in college, tend towards remaining
incorrect verb tense: ARE

B) when they were in college, are likely to be
CORRECT. WERE......ARE

C) when they were in college, were apt to be
INCORRECT VERB TENSE.

D) when they are in college, are apt to be
INCORRECT VERB TENSE

E) when they were in college, were liable to be
INCORRECT VERB TENSE.

SO VERB TENSE ERROR WE CAME TO RIGHT ANSWER.....
ALTHOUGH THER ARE DIFFERENCE IN MEANING AMONG : LIKELY ,LIABLE, AND APT

hence B

Correct answer must be (B) for the highlighted errors in other options...

Option B

This sentence has two errors :
1. The sentenced is stated in simple past tense by using verb "participated".In the underlined part usage of "they are" is in simple present and should be converted to simple past "were".
2. In underlined part of sentence "tend towards remaining" is not correctly worded and does not convey the meaning clearly.

A) when they are in college, tend towards remaining
incorrect verb tense: ARE - WERE is correct in past tense. ; tend towards remaining unidiomatic. tend to is correct

B) when they were in college, are likely to be
CORRECT. WERE is correct in past tense. ARE correct in later years

C) when they were in college, were apt to be
INCORRECT ARE correct in later years

D) when they are in college, are apt to be
INCORRECT WERE is correct in past tense.

E) when they were in college, were liable to be
INCORRECT ARE correct in later years
