It might be true that if merely one country out of 25—Britain, say—were to vote no, the situation would be awkward for all concerned.

(A) that if merely one country out of 25—Britain, say—were to vote no, the situation would be awkward
(B) if merely one country out of 25—Britain, say—would vote no, the situation would be awkward
(C) that if merely one country out of 25—Britain, say—would have voted no, the situation would be awkward
(D) if merely one country out of 25—Britain, say—were to vote no, the situation were to be awkward
(E) that if merely one country from 25—Britain, say—were to vote no, the situation would be awkward


I vote for A.

B - never use 'will' or 'would' after 'if'
C - same as above
D - 'if... were... were' - incorrect
- 'if... were.... would' -correct
E - 'one country from 25' - incorrect idiom

I will go also will A

We need that to explain what is true. would have voted grammeticly wrong, and one country from 25 in not idiomatic.
