It is testing the understanding of modifiers and idioms.
The first woman elected to Congress in the United States, many people regard Jeanette Rankin to be a role model because of her committing to peace, as shown by her legislative votes against joining both World Wars.
The highlighted part is modifying Jeanette Rankin. It is not modifying 'people'. So, A, B and D out. C uses 'considered as' which is unidiomatic. So 'C' out. E remains.
Why "C" is out. ? . How "Considered as " is Wrong ?

Certain words are written that way.
X is considered to be Y X is considered as Y are wrong usages
X is considered Y is the proper usage. These are called idioms/idiomatic usages.
If you ask me why, I will say I dont know. And I would say that you don't spend your time knowing why. Instead learn these by-heart. You need not know their origins. Use your time instead to focus on other SC concepts.
