The ratio of (black hats:blue hats) is 5:2.
The total number of hats is 28.
The total of one of the the hats would be
5x for black or 2x for blue.
5x + 2x = 28
7x = 28
X = 28/7 = 4
So we can do 2*x(x=to 4) so we get 8 blue hats
