One challenge for some of our International friends might be the lack of knowledge about the education system in other countries. Your wife could be a graduate of IIT and have stellar work experience overseas but a small company in a non-tech hub might have no clue how impressive that is. The visa issue is going to add even more complicatinos to the whole thing for some people.
When my wife moved she had a hard time when applying for some jobs because she didn't live in the area and companies in a smaller location are hestitant about wasting time with applications of people from far away. When she originally moved to this area she applied to a company who had posted a ton of jobs and they didn't even respond to her resume. A year and a half later she submitted an application even though they didn't have any positions advertised and they called 15 minutes after she sent it. She found out that apart from extremely hard to fill positions they have an area which they tend not to recruit outside of because the chances of someone accepting are low and people tend to want moving expenses, closing costs on selling their house covered, and living expenses until they get settled in.
A guy I work with is negotiating a transferring to a new location right now and he estimates its going to cost them close to six figures due to the cost of selling his house, moving his stuff, housing allowance for two months, and a relocation bonus.
