Question: Time of Bill to make the trip = ?
To answer the question we need either some relationship between the speeds of Joe and Bill or so specific about bill to find his speed.
STatement 1: Joe's car burns twice as much fuel per mile as Bill's car
This statement helps us understand some relationship between the mileage of Joe and Bills care but not about the speed of bill hence
NOT SUFFICIENT
Statement 2: The route is 14 miles long.
No information to find the bill's speed as time taken by bill is unknown.

Combining the two statements
Still no time related or speed related info of Bill hence
