54% of his budget on apples;

72%-54%=18% on fruits but not in apples --> 18/72=1/4=25% of the money spent on fruits were not spent on apples.

Total budget = 100

Amount spent of fruits = 72
Amount spent on apples = 54

Amount spent on fruits but not apples is 18

So, percent of the money spent on Fruits were not spent on apples = $$\frac{18}{72}*100$$ =25%

Thus answer will be straight (B)

Let’s say John's total budget was 100 dollars. Since he spent 72% of his budget on fruits (including apples), and 54% of his budget on apples, he spent 72 dollars on all fruits and 54 dollars on only apples. Thus, he spent 72 - 54 = 18 dollars on fruits other than apples.

Thus, the percentage of money spent on fruits that was not spent on apples is:

18/72 = 1/4 = 25%
