There are no simpler words.
You have to know the rules and make the connections. Simple.

Checking for parallels, both in grammar and context continuation solves 80% of your problems. Rest is practice and you start seeing the patterns. Not that tough.

What’s the reason behind your pick?
In ques 2 Conclusion which is the last line of the sentence says that NHCP must have become overgrown and wasteful bureaucracy. Here, we have to weaken the conclusion. Mostly, in assumption ques we either attack the conclusion or the assumption of the stimulus. Option A clearly weakens the conclusion as it says the NHCP has spent more funds on health care rather than on the management of the program. This choice surely attacks the conclusion and proves that NHCP is not a wasteful bureaucracy. So, option A is a winner. Hope it helps!
