C easily seems to be the correct answer here.
Consider this example below -
Eg. - The band performs in Greenland only during summers.
Does this statement mean that Band is performing every summer....... NO...... Right?
But we are sure that whenever the band is performing in Greenland, it is doing during summers only.
Going back to our question. Only when it’s cold outside does the classroom heater turn on
Does it mean that when it's cold outside, is the heater turned on always. No right ?. [You can try imagining yourself also in this situation
]Hence answer is clearly C

The flaw in this argument is that Joseph feels there cannot be any other reason because of which the heater is turned off and only (C) aligns with the correct assumption. Hence, C should be the answer
