Journalist: Every election year at this time the state government releases the financial disclosures that potential candidates must make in order to be eligible to run for office. Among those making the required financial disclosure this year is prominent local businessman, Arnold Bergeron. There has often been talk in the past of Mr. Bergeron's running for governor, not least from Mr. Bergeron himself. This year it is likely he finally will, since those who have discounted the possibility of a Bergeron candidacy have always pointed to the necessity of making financial disclosure as the main obstacle to such a candidacy.

"This year it is likely he finally will" - this is the main conclusion of the argument. Only two choices point out that the second statement is the main conclusion and the incorrect one (D) states that the first statement goes against the main conclusion, which is not true. Hence, A.

Since the argument gives a hint of aversion to make financial disclosure by Mr. Bergeron until now. Since he is making final disclosure.

Consider previous example I will not save money for retirement since my children will take care of me. This argument lacks force if children are not making enough money to take care of me when I will retire.

Similarly since running for an election requires the financial disclosure so without considering this fact the argument fails to explain as to why Mr. Bergeron is making the financial disclosure.

Second sentence is clear cut conclusion.
