Journalist: Every election year at this time the state government releases the financial disclosures that potential candidates must make in order to be eligible to run for office. Among those making a financial disclosure this year is, for the first time ever, the prominent local businessman Arnold Bergeron. There has often been talk in the past of Mr. Bergeron’s running for governor, not least from Mr. Bergeron himself. This year it is likely he finally will, since even supporters of a Bergeron candidacy always conceded that the necessity of making financial disclosures might have proved an insuperable obstacle.

BF 2 = the necessity of making financial disclosures might have proved an insuperable obstacle.

conclusion= This year it is likely he finally will

first is general fact and the whole argument is based on that. then arguments proceed by saying one of the name appear for the first time on that list. passage mentioned that that person was in news for running for governor but this time he will as he has disclosed his finances. so the second BF actually supports what journalists has said in first part.

A second is not conclusion. reject.
B second is not position that author argue against. out.
C perfect. first is the one on which the argument relies upon. second indeed reinforces journalist's view. keep.
D second is not conclusion. out.
E second doesnt go against the conclusion. out.
