Because - Whether it is e-ATV or gasoline ATV , it will pick up dust from the on local trails and cause air pollution. I came to the answer by negation method

B. The argument is about tourists using tour-company ATVs. Whether local residents continue using gasoline-powered ATVs doesn't significantly affect the conclusion.
C. The conclusion assumes that replacing gasoline-powered ATVs with electric ones removes the source of the air pollution. If ATVs still kick up fine dust that remains airborne, the pollution problem may continue even with electric vehicles.
