Judy: Traditionally, Republican administrations have supported free trade. But the President must veto the North American Free Trade Act because it will drain away American jobs to Mexico and lead to wholesale exploitation of the Mexican workers by international conglomerates.
Tina: I disagree. Exploitation of workers is the essence of any economic system just like the exploitation of natural resources. Judy and Tina will not be able to settle their argument unless they
(A) explain their opinions in more detail
(B) ask an expert on international trade to decide who is correct
(C) decide whose conclusion is true but irrelevant
(D) decide whose conclusion is based on a questionable premise

Judy says: If President does not veto then it would lead to exploitation of Mexican workers by Conglomerates..... it means that perhaps the companies will make the workers work more and pay them less or probably the companies will do injustice to the Mexicans workers in any other form.
Tina says: Workers are meant to be exploit. She then said as we exploit natural resources. By this, she means proper use of natural resources and hence the proper utilization of workers. For her, the word "exploit" means something in positive direction.
If they, both, knew each other' understanding or word "exploit" then they will be able to settle their argument. Hence, IMO, answer should be (E)

Both of them are using different meanings of the word "exploitation"
