total distance = 30/60 * 16 + 90/60 * 4
= 14 miles
total time = 120 mins = 2hrs
so avg speed
14/2 ; 7 MPH

We can use the formula:

average rate = total distance/total time

average = (1/2 x 16 + 3/2 x 4)/(1/2 + 3/2)

average = (8 + 6)/2 = 7
