If I am reading the link right, it means that the study abroad opportunities at those particular schoosl are either closed or are now full.
Part time students generally can't do a study abroad program for a semester because they generally all have full time jobs.
Most, if not all part time programs have short term study abroad residencies which are more practical in nature, such as visiting other companies abroad and giving presentations, but these are capstones after classes to prep for these trips. At some schools this is mandatory, and at other schools, this is optional. While an international short term trip will help build experience, I think that if you were to work abroad after school, you should go full time unless you have had extensive work experience already from abroad.
