Uhm, yes, B is correct coz we need "that" to modify " the amount of water" and starts a noun clause of "the amount of water"
In A, "when used ...." is wrong coz "used" is not the action of "people"
agreed that B is best. Onlt maintains the llism and uses "that" properly.
first llism => "by visible equipment" and ... "by automated equipment"
second llism => "overstimate the amount of water controlled by......." and "underestimate that (the amount of water) used by ....".
