I vote for (A).

"visible equipment" is better than "equipment that/which is visible"

we need "it" to modify "the amount of water" . A is also more concise.
A it is.

I choose B. Because we need that to refer the amount of water .
I think when in A is redundant.

Uhm, yes, B is correct coz we need "that" to modify " the amount of water" and starts a noun clause of "the amount of water"

In A, "when used ...." is wrong coz "used" is not the action of "people"

B it is.

agreed that B is best. Onlt maintains the llism and uses "that" properly.

first llism => "by visible equipment" and ... "by automated equipment"

second llism => "overstimate the amount of water controlled by......." and "underestimate that (the amount of water) used by ....".
